To guarantee this you need more than frame locking.

Frame lock helps, however if one of the channels frame extends (doesn't
finnish in time to swap on vertical retrace) you need to prevent all
pipes from swapping, even those which have issues a swapbuffers call. In
a high performance application this requires swapready.
