The admin of the cisco said it was using an old IOS ...  But I
know one of the other people with the same problem their router
is a FreeBSD.

I doubt they are testing something.  I'm running an IRC server,
and it just appear to be users trying to connect to me.  Atleast
2 of them just have a /128.
