Hmmm... I missed the start of this.  You're saying the overhead of
CONFIG_NETFILTER + iptables module + one rule is 20%?

Wow.  The question is, which of these is the culprit?  I'd like some
idea of where to look!

BTW, I have no 2.4 machine at the moment, so I'd only be looking...
