I am using Mandrake 8.0 with and upgraded kernel 2.4.5.

Well, this command works and remplace ifconfig sit1 tunnel ::206.123.31.102
command
but it is not enough, and I use a command :
ip addr add "my_ipv6_address" dev sit1
instead of ifconfig sit1 add "my_ipv6_address"
So I do not know why but ifconfig is bogus on Mandrake 8.0 !
Thank you very much for the help ! it works now.
