CONFIG_INET_ECN prevents me from accessing www.tdwaterhouse.com and
myccinfo.com

In an earlier message I mentioned three settings that were different
between working and nonworking.  It ended up being this one.

the connect calls don't work - traceroutes expire at some point before
the destination is reached.  NAT routing is not affected.
