For the record, downloading this file didn't stall here with:
00:0d.0 Ethernet controller: Realtek Semiconductor Co., Ltd. RTL-8029(AS)

Anyway, if it's repeatable maybe you should get a tcpdump out of it.
It sounds _very_ improbable that your network card could cause such
behaviour.
