Is the xfsprogs community still developing??

Hi all,
     I am not sure is here the correct place to post this question. But I
do not know
mail list for xfsprogs.
     It seems it has been a looooooooog time since the last commit for
xfsprogs, about
19 months. http://git.kernel.org/cgit/fs/xfs/xfsprogs-dev.git/
     Could anybody help to tell me where or who I can send my patch about
xfsprogs
to?
