I added some debugging statements in libxfs/Makefile, and found this
(see below).

It looks like the problem is that GNU make 3.81 is doing an immediate
expansion of this line in builddefs:

CFLAGS += $(FCFLAGS) $(GCFLAGS) $(PCFLAGS) $(LCFLAGS)
