Lockup on kernel 2.4.18 for IA-64

I am attempting to use kdb through a serial console on an IA-64 with kernel
2.4.18.  Currently when I hit Control-A, the kdb prompt appears, but the box
then locks up and I can't type anything.  Any suggestions as to how I can
remedy this situation?
