You can check out the Dime (DXF Import, Manipulation, and Export) library at http://www.coin3d.org/. It doesn't produce an Inventor scene graph directly, but there is an example program that creates

In addition to Coin importers, you can try the ones that come with Performer. It should read in these files, and then be able to output them in Inventor format. Rob Performer info can be found at: L
