- There are versions of fileutils which include acl/attr support - see http://acl.bestbits.at/ Some distros include this, I know that RH 8.0's fileutils includes acl support. "star" is an archiving too

- There is a project to implement what you're asking for here at Suse, I believe. Andreas has recently implemented some libattr routines for preserving all of the extended attributes on operations line
