Okay, fantastic.  Thanks for the guidance.  Using a current mkfs.xfs fixed
the original problem I reported about the weird minimum/maximum sizes.  It
now follows the behavior you describe exactly.  Looks like I should make
my log partitions bigger...

Still wondering how to pass the logdev parm to lilo...
