Those patches are only against a "vanilla' 2.4.21 kernel from
kernel.org, not the heavily patched Red Hat kernel.
If you want to use 1.3.1 you'll need to use the vanilla kernel
or the Red Hat Linux 9 kernels we were kind enough to merge
it into.
