xfs_growfs could gain this feature, patches gladly accepted... :)
But, some xfs_db trickery can also do this.
I'll follow up with a recipe.

Yes, there is max log size, if your device is too large you can still
use it, just limit the size of the log at mkfs time.

I was playing with this once; it is certainly technically possible.
However, it's not very high on the priority list at the moment.
