No. xfsdump/restore and XFS style dumps (all dumps in general really) are
filesystm specific. If you want/need a portable backup get and use GNU Tar.
Here is was I get when I try to restore on an ext3 filesystem
("/restore"):
gaspard:/restore# xfsrestore -i -f /dev/nst0 /restore
