That sysctl does not exist in 2.6... IIRC that functionality is handled in the kernel itself now.

Are there any other progs I need to install on FC3 besides xfsprogs to use xfs to its fullest?

nope - xfsprogs for mkfs, kernel to mount. You might want xfsdump for backup.
