I don't know how to execute this since I downloaded all the isos using my
Windows o.s.

xdelta for windows can be found here. http://www.eng.uwaterloo.ca/~ejones/software/xdelta-win32.html

What is new_rh_iso-2.xdelta? How big is this file?

About 23 MB.

The instructions from above apply.
Just open a dos command prompt and type in the command. You might need to make the names shorter because of dos 8.3 name limitations but nothing will stop you from renaming it after the file is patched.
