Hi,
Did you just upgrade the kernel on a original RedHat 7.1 box. If yes
then it's clear that mkfs.xfs is not there because it doesn't belong to
the XFS kernel RPM.
Concerning your performance problem I strongly suggest upgrading to the
current 2.4.9-31SGI_XFS_1.1smp kernel and trying again. It contains much
improved XFS code. BTW what kind of storage are you using?
