Did you upgrade from RH7.1 to 7.2?
Did you alter the /etc/init.d/halt script?
Do you have a part in it that looks like this:

# Remount read only anything that's left mounted.
#echo $"Remounting remaining filesystems (if any) readonly"
mount | awk '/( \/ |^\/dev\/root)/ { print $3 }' | while read line; do
    mount -n -o ro,remount $line
done
