AFAIK, Linus has nothing to do with RedHat's choice of JFS.

I used Ext3 on kernel 2.2 (since mid last-year), c/o VALinux's
kernels.  Unfortunately Tweedie will be a little while on getting
Ext3 ported to 2.4 (Tweedie should feel free to correct me here if I
am wrong).  As such, I've begun adopting XFS on my systems for
kernel 2.4.  ReiserFS is *NOT* an option for me since I run
_production_ NFS servers (we 90% UNIX-app based, not just servers! 
And yes, I know about the patches).

In either case, Ext3 or XFS doesn't have to be part of the "official
kernel tree" to be in a RedHat kernel.  In fact, RedHat has taken a
number of 2.2 backports from 2.4 and incorporated them into their
kernels.  IMHO, XFS _should_ be one of these (on Rawhide).  But
that's just my opinion.  RedHat has their testing/review methodology
and I will leave it to them to decide.

Until then, the XFS project keeps their CVS tree near-current with
the latest kernel and some patches, and periodically produces RPMs
and an installer.  It's up to RedHat to get involved from there.

P.S.  According to a recent article on the 2.5 developer's
conference, Steve Lord of SGI made a presentation on adopting some
of the XFS components for the Linux VFS layer (so all filesystems
would benefit).  XFS offers full, production ACL support as well as
another key details that the VFS could benefit from.  Unlike IBM's
JFS, SGI's XFS for Linux is GPL (JFS is IPL) so the kernel can
benefit directly without license issue.
