This is a known issue with XFree86 and devfs - please see our caveats
list at 

http://oss.sgi.com/projects/xfs/installcavs.html

for this and other problems you may experience.

The fix for your problem below is to edit /etc/security/console.perms

Change

# file classes -- these are regular expressions
<console>=tty[0-9][0-9]* :[0-9]\.[0-9] :[0-9]

to

# file classes -- these are regular expressions
<console>=tty[0-9][0-9]* vc\/[0-9][0-9]* :[0-9]\.[0-9] :[0-9]

to add the vc/* devices to the access list.
