I tripped on:
initscripts >= 5.00 is needed by kernel-2.4.0-4SGI_9
devfsd is needed by kernel-2.4.0-4SGI_9
followed by:
depmod: invalid option -- i
depmod 2.3.16
once initscripts and devfsd were installed.
