[PATCH 16/45] xfs: untange SYNC_WAIT and SYNC_TRYLOCK meanings for xfs_qm_dqflush

Only skip pinned dquots if SYNC_TRYLOCK is specified, and adjust the callers
to keep the behaviour unchanged.
