There's two defintions of xfs_dmcore_xfs, one it only built into the kernel
if CONFIG_XFS_DMAPI is set and one if not:

dmapi/dmapi_xfs.c:xfs_dmops_t   xfs_dmcore_xfs = {
xfs_dmops.c:xfs_dmops_t xfs_dmcore_xfs = {

And surprisingly the build works without dmapi for me.  The code in that area is
more than ugly, though..
