This is a feature, not a bug (no, really!) - XFS does delayed allocation
of space for buffered writes when it can, to get large contiguous extents
on disk. Since the space isn't allocated straight away, its not counted
by quota straight away - it actually cannot be counted until real space is
allocated, because we don't know until the allocation is done exactly how
much space will be needed.
