Not really, Fedora is RH's trademark that is allowed to be used for
verbatim copies of the ISOs. Any modifications, additions etc are not
allowed to be called that way w/o explicit authorization from RH.

You only need to touch anaconda-images and fedora-logos. There are
only a few files to be replaced. Some poeple already have GPL'd
version of these rpms (replacing the trademarks with neutral
text), which one could use. Note that the rpms should provide
"fedora-logos".
