Why?  libtool is a very hairy 5000+ line shell script ... since all
distributions include it in a nice self-contained package, I don't
understand why every package should also include an arbitary version
of it as well.

Numerous other build tools must be installed to build XFS userspace,
requiring libtool be installed as well doesn't seem like a big deal.
