it appears the default for the fs/xfs/restrict_chown sysctl is 0 in
2.4.21 split patches.

this is wrong.

for a quick workaround run:

sysctl -w fs/xfs/restrict_chown=1

this has been fixed in CVS.  If the above workaround, or the CVS code
does not fix it for you, please reopen this bug.
