As suggested, it sounds like you should use Q_XQUOTAON and
change state from ENFD (quota enforced) to ACCT (accounting
only).

Using Q_XQUOTAOFF results in the complete quota state for the
filesystem being tossed, and a quotacheck (expensive) will
need to be done during the next mount with quota enabled.
