There was an undocumented "mrquota" mount option which essentially
said "if quota is marked as being on in the superblock, enable
quota on mount; don't enable it otherwise." This was really
only for the IRIX miniroot environment and is unused in Linux,
so take it out.
Remove mrquota/QUOTAMAYBE mount option
