No its not in there yet.  This patch needs some changes before
it goes in, I've been having some discussions with Nigel about
it, he's going to get back to me when he's reworked some bits.

The patch simply changes ROOT_PREFIX and PREFIX from environment
variables to configure options, it doesn't add new functionality
(ie. you can achieve the above with the existing build system).

Unfortunately it has some side-effects on some parts of the build
process which were not foreseen; it shouldn't be too difficult to
fix though, and Nigel is working on it.
