[Just bounced, resending, initially sent last Friday]

This is only really important in xfsprogs, where we really need
to be able to override DEBUG when building libxfs.  This issue
was causing libxfs to be incorrectly built which can be disastrous
in xfs_repair - as Eric found out.  The other packages were also
doing it wrong, but it's harmless for them.

>From past experience its been a good idea to bump the version
numbers just before a new XFS release anyway to ensure everyone
gets the latest bits installed.

note: xfsprogs-2.0.2 is ill-advised due to this repair issue - you
should upgrade if you were using that one (2.0.2 has only been out
for about a week though).
