This fixes that xfsdump/xfsrestore issue reported to the list
earlier today/yesterday.

linux/fs/xfs/xfs_attr.h - 1.18
- The ATTR_* values were incorrect, ultimately causing xfsdump to do
the wrong thing when manipulating attributes in the root namespace,
like ACLs. This change brings these back into line with the original
IRIX/XFS values (for those that have counterparts in IRIX).
