the current debian packages work, they have version 3.0.4 but
some patches were applied by debian, you could compile thier source
package with the patches, or just install the binary, if your not
using debian with this command:

(after deinstalling any quota packages you already have)
cd /
ar -p data.tar.gz quota_3.04-1_i386.deb | tar -zxvp

ftp://mirrors.kernel.org/debian/pool/main/q/quota/
