If the download program is actually downloading multiple sections
of the file in parallel to different offsets then there may be
issues getting reasonable allocation.
Another possibility is you are actually downloading several files
in parallel to the same directory. Flush activity during these
downloads would tend to scatter the extents of the individual
files around.
