Ask the kernel people if XFS fills out the partial page at the end of
a memory mapped file with zero bytes. SUS requires this be done, and
to do otherwise is a security hole.
The Cygwin bootstrap bug you found was indeed a case of Windows (9x)
not doing this. We believe we have properly worked around that.
