Updated TAKE script

I'm not sure how man people use this? but...
Here is an update to the script that inserts cvsweb url's into
the the TAKE messages.
o Detect the 2.4 vs the 2.5 tree
o Don't insert a "diff" url if the file is new


For anybody who hasn't seen this before here is
the procmail rule.
