You probably have some version of libstdc++ installed. (It's got
iostream & other stuff used by most/all C++ programs.) Try going
$ rpm -q libstdc++
and see what you get. cluster_services may or may not work with what
you've got; if libstdc++ is the only dependency of cluster_services
which isn't being satisfied, you might try installing
cluster_services --nodeps and see if things work. (It's probably
better/safer--but more work--to compile cluster_services from
source.)
(On the other hand, I thought cluster_services was all C, not C++, so
the libstdc++ dependency might be incorrect. But I'm not really
familiar with cluster_services. I know sysadm_base-server needs
libstdc++.)

No, you shouldn't need X on the server(s), only on the systems which
you're going to run/display the GUI on. (Which can be one of your
servers, if it has X/Java/etc.) Why did cluster_services install
OK on the system with X but not on the system without X? Are they
both RedHat 7.3?
