No.  First of all, -mconstant-gp needs to be passed to the back-end
(sgicc accepts -mconstant-gp), not just the assembler and linker.
But even still, GP will be used, it just won't be saved and restored.
The option means that the GP is not changed, not that it isn't used.
There is no option to not use GP at all.
