Formal_Arg_StkSeg is an intermediate base symbol for formal parameters.
If you see it used in a .o, that implies a data layout error.
I'm not aware of any such error currently (are you using the stock
sgicc binaries? If so, send me an example preprocessed source and
command line, I'll look into it).
