[pcp] Makepkgs fails on 3.11.0 tag (#75)

I checked out the 3.11.0 tag and tried to build the deb packages. Makepkgs seems to be failing.

Here is what I did:

$ git checkout tags/3.11.0
$ ./Makepkgs --verbose

A bit more about my system:
