Description of problem:
The attached test script exposes two issues around Python PMAPI
pmRegisterDerived():

localhost:~> python ~/pmapi-test.py
zsh: segmentation fault  python ~/pmapi-test.py
localhost:~> python ~/pmapi-test.py

EXCEPTION 2
'NoneType' object has no attribute 'decode'
