Kens timeout changes essentially fixed this.  To follow up on root cause
though, Henry and I were able to take Kens patched libpcp to his
large-interface-count machine and observed that the pmwebapi _fetch was indeed
failing in namespace operations (i.e. before even submitting pmFetch(3)).

Henry has subsequently modified Vector to make more efficient _fetch requests
by-PMID rather than by-metric-name, and is reporting good success with those
changes.
