Announce: PCP FAQ updated

Following questions from Mark Anderson and others, and some of my
replies I've re-vamped the PCP FAQ at

Please let me know if you'd like more information like this, and
in particular guidance for additional material, e.g.

    - issues that have been discussed on the mailing list and should
      be in the FAQ

    - issues that you've discovered the hard way and you wished were
      in the FAQ

    - things you still don't understand and wish someone would explain
      'em
