Indeed ... that's what the PMNS appears to be empty! message means.

When you install RPMS, the following empty file is created
        /var/pcp/pmns/.NeedRebuild

then when you run
        /etc/rc.d/init.d/pcp start

The PNMS (Performance Metrics Name Space) is rebuild using
        cd /var/pcp/pmns
        ./Rebuild -du

and you should see a message of the form
        Performance Co-Pilot rebuilding PMNS ...

Here's the interactive sequence to mimic this ...

[root@sherman kenmcd]# touch /var/pcp/pmns/.NeedRebuild
[root@sherman kenmcd]# /etc/rc.d/init.d/pcp start
Waiting for PMCD to terminate ...
Performance Co-Pilot rebuilding PMNS ...
Performance Co-Pilot starting PMCD (logfile is /var/log/pcp/pmcd/pmcd.log) ...
Performance Co-Pilot starting archive loggers ...

My guess would be that in making from source, some part of your
installation missed touching /var/pcp/pmns/.NeedRebuild (since it
is part of the RPM packaging, this is not surprising if you did not
re-make and install RPMs).

Not that I can think of.

Even though you have it working, I'd recommend doing the

        # touch /var/pcp/pmns/.NeedRebuild
        # /etc/rc.d/init.d/pcp start

to get a kosher PMNS.
