Thanks, Jan-Frode.

It should come as no surprise that sgi engineers don't have access to
x86_64 for pcp testing, so assistance from others is most appreciated.

Change the top-level GNUmakefile to also specify the '--build' option to configure:

     config configure config.cache : configure.in
             rm -f config.cache
             autoconf
             ./configure --build=i386-unknown-linux-gnu
