yes there has been: SGI developed a native methods binding
to a C++ API library layered over libpcp, and a suite of
Java classes over that. Swing applets showing PCP metrics
were pretty easy to write, but we hit snags with Netscape's
java vm, etc etc.

Neither the C++ library, the native methods binding nor
any of the Java classes have been released to open source.
But given the java stuff is not shipped in any SGI product,
the code is just rotting and maybe we should release it.

The Java classes you saw were probably a Java binding
for the trace API. There is a fortran binding too.
