A bit of everything in these commits, a couple rpm build fixes, another
qa addition for pmdapapi, and I've contributed the script I use to build
weekly pcp snapshots on fedora-rawhide. It's able to merge in upstream
spec file differences, tar the latest sources, and send to the build
system.

Add check for $PCP_WEB_JS variable, only clone/tar if needed
Currently, there are two sources for pcp builds, the core PCP git
tree, and a seperate tree for the javascript functionality. If,
in the future, these two are combined, lets handle that
gracefully/automatically, as the individual running this script on
monday morning may completely forget.

Add spin-rawhide script to build/rpm/ dir
spin-rawhide is a script that allows the user to (given proper permissions)
automatically build a pcp package on fedora-rawhide.

Add explicit fetch/store qa testcase for papi.control.multiplex
Append another testcase to ensure we can still fetch metric values
when mutliplexing is disable as well as papi.control.status returns
the value stored multiplexing variable
