Updates to packaging - pmmgr goodness, NeedRebuild jiggery-pokery
Add in pmmgr chkconfig bits and pieces to spec and deb files. Install
the logs directory for pmmgr too.
Another tilt at the NeedRebuild saga - this is a temp flag file, which
will be removed, as such it should not be in the RPM package filelist.
