pmcpp: add ?shell directive
This would provide enough logic to make pmlogger configuration
files almost self-configuring, and allowing pmlogconf to be placed
in well-deserved retirement ... but that is a whole other project!

configure.ac: make sure some optional gcc flags make it into the build
Several problems addressed here:
1. _FORTIFY_SOURCE is predefined in some gcc variants, meaning
-D_FORTIFY_SOURCE ... produces warnings and this screws up some
of the configure logic looking for output (or not) from gcc
2. -fstack-protector... should not be set again if it is already
set
3. when we decide to set -fstack-protector-all this was not getting
passed to the build because of the PCFLAGS vs CFLAGS disconnect
between configure.ac and src/include/builddefs.in
